Robert Mueller, an excellent and outstanding lawyer and investigator, had one flaw: unquestionable obedience to authority.

They (Bush Jr.) told him that it was “Al Qaeda”, and he never dared to question it.
Putin and other organizers are likely to have known this quality of Mueller, and took this into consideration.
So that’s how it became Al Qaeda.
And that’s how Putin got off the hook. No one bothered or dared to consider that Putin could be behind “Al Qaeda”.
