The term “Russian State Terrorism” refers to the systematic use of violence, sabotage, and assassination plots by the Russian government—primarily through its intelligence services like the Federal Security Service (FSB) and Military Intelligence (GRU)—to intimidate, destabilize, and eliminate political opponents globally. Western intelligence and judicial bodies have increasingly elevated their language from calling these actions “hybrid warfare” or “sabotage” to explicitly labeling them as state-sponsored terrorism due to a pivot toward operations designed to cause mass civilian casualties. [4]
1. Major U.S. Indictments and Global Assassination Plots
On September 15, 2026, the U.S. Department of Justice unsealed sweeping criminal charges against a network operating at the behest of the Russian intelligence services (referred to as the “RIS Network”). [1, 2, 5]Targeted Killings on U.S. Soil: The network, led by high-ranking figures including former Russian intelligence colonel Yuri Khrameev and his son Kirill Khrameev (an active FSB officer), attempted to recruit and finance individuals inside the United States to track, surveil, and murder Russian dissidents living in exile across America and Europe. Weaponized Proxies: The indictment revealed that Russia has aggressively sought to utilize criminal underbellies and foreign nationals—including a Cuban national living in Russia—to coordinate these hits, masking direct state attribution. [1]2. Kinetically Targeting European Civilian Infrastructure
European leaders have pointed to a shift where Russian operations are no longer just aimed at property damage, but are actively intended to kill Western civilians. Internally, the Kremlin has radically expanded its domestic definition of “terrorism” to suppress political opposition, anti-war sentiment, and Ukrainian identity.
